Joe was the backbone of the family and was considered a solid sounding board for friends, neighbors, and colleagues alike. Joe was also the unofficial ambassador for the city of Pittsburgh, happily taxiing visiting family members and friends all around his favorite sites. He worked for the Pennsylvania Department of Revenue, managing the Pittsburgh Inheritance Tax Division. He also spent many years as a proud union member and served as treasurer and union president, successfully negotiating the move from 3 Rivers Stadium for all union employees to the new PNC Park and Heinz Field. His career with the Pirates started at the tender age of 14, working as a bat boy for the visiting team. His love of the game continued throughout his life. He was a true fan of all Pittsburgh sports teams, and was thrilled to attend the 2009 Super Bowl in Tampa, FL. Joe loved his family, especially Diane, his “bride” of 65 years. Devoted and beloved Dad, Joe coached, cheered on, and taxied his children, and their friends all over town. In later years, he enjoyed attending events for his grandchildren, nieces and nephews. Any and all music, scouting, theater, dance, and sporting events were attended by Pap Pap. He will be deeply missed by many. Friends will be received at the John F. Joe was a mentor and friend. I worked with him during his beverage years. He was a proud husband, father, grandfather, son, brother and uncle. He always shared the successes of his family with me. I met Joe 50 years ago and I'll never forget him. We shared the same birthday, January 20th. I'm glad I had an opportunity to talk and laugh with him one more time last month. My sincere condolences to Joe's family. RIP Joe. Jim Burns

My heartfelt condolences go out to Aunt Diane, cousins Karen, Joe, Janet, and Lynn, and their families, as well as to all who loved and cherished my Uncle Joe. Although I moved from Pittsburgh at the age of 13 and didn't see him often, all my memories of Uncle Joe are warm and cherished. He had a unique ability to make me, and surely everyone around him, feel special and loved. I am sad that I will not be able to attend the services in person. Rest in peace, Uncle Joe.

When I arrived in Pittsburgh from Uganda to do my studies at Duquesne university in 2005 I didn't know a single person or family in the whole City of Pittsburgh. I was so lonely and also dealing with cultural shock during the first few months. One morning I received a call from Joseph O'Toole requesting me to go out for dinner with him and also visit his family. After several subsequent visit to his family I became a member of his family and he treated me as his ' Ugandan son'. As a father he really ancouraged me and built confidence in me to face life challenges. I will miss attending his funeral because I am very far in Uganda but very many Masses are already being said here in Uganda for the repose of his soul. I offer everyone in the family my deepest condolences. Please be very strong during this time of great loss. May his soul rest in eternal peace. Fr Charles Niwagaba
